Aviation Regulation - ICAO - Why do we want to join ICAO?

After last time we talked about what is ICAO, I want to talk little thing about why do we want to join ICAO.

Last time we said ICAO they make a unified standardization for all the member nations to follow. But why do we want to follow the standards?  It may be difficult to be complied with them. What's the benefit for the members to attend ICAO?

I'm going to say two aspects on this issue, but there may be more. Please share with me if you know more!

First aspect: Freedoms of the Air! (Freedom Rights)

ICAO grants certain freedoms of air for it's member nations.

On the ICAO official websites, they list 9 freedoms of air, but actually only first five freedoms are recognized by international treaty.
Then, let's see what are those freedoms!


1st Freedom Right
You can fly through someone's territory without landing.
 


2nd Freedom Right
You can land in someone's territory without traffic purpose(No embarking passenger or baggage).
 
3rd Freedom Right
You can fly from your country to another country.
 
4th Freedom Right
You can fly from another country back to your country.
 
5th Freedom Right
You can put down or take on between two different foreign countries if the flight origins from or ends at your own country.



6th Freedom Right
You can fly between two countries with stopping in your own country.
 
7th Freedom Right
You can fly between two countries without stopping in your own country.
 
8th Freedom Right
You can fly inside another country with continuing to your own country.
 
9th Freedom Right
You can fly inside another country without continuing to your own country.

They are just the concepts. How to enforce them still depends on the details of regulations.


Another aspect I'm going to talk about is the standards.
ICAO provides 18 Annexes to talk about the standards that the member nations should follow.

So how do the members follow the standards?
You can refer to the gif below.
If you do much more than the standards, then you're good.
The problem is that if you cannot totally follow the standards, you have to provide a report of what you can't follow and how you remedy it.

In this case, the members in ICAO at least can ensure that the other ICAO members will follow the standards in their best. That means you can make sure that the safety, quality, and the languages will be in a certain level.

In another word, you can trust the certificates issued from other ICAO members much more than the one who is not ICAO member, because ICAO watches them for you!

So most of the certificates may present the words about ICAO.
For examples:

This is a sample of EASA part 66 certificate.


This is a sample of Malaysia part 66 certificate.

I can't find the words about ICAO in FAA part 65 license.
I guess the reason may be the United States are big enough that they don't need to care about it. ( Tell me if you have a better idea about it!)

There is neither the word about ICAO in Taiwanese CAA part 66 certificate because Taiwan is not a member in ICAO.
